This action of Birchec was imputed to all the Puritans, though it never appeared that any of that denomination were concerned with him. It was unreasonable to slander a number of respectable characters on account of a mad person, who was deprived of the use of his reason, and cruel to persecute them for what it was not in their power to prevent; but the Queen embraced every opportunity to distress the dissenters whom she hated more than flie did the papists. The Commissioners being urged by the Queen's authority, sent letters to the Bishops, exhorting them to command all their ecclesiastical officers to charge their quest-men to procure a list of all the names of non-conformists in their parishes DEGREES before the first week of Lent. Parker was very zealous in this affair; this was work suited to his foul, for mercy was none of the infirmities of his nature; in works of cruelty he acted with great spirit, and never appeared so much in character as in the articles of persecution and cruelty. The dissenters were now deprived both of the liberty of preaching and printing; their next resource was to challenge their adversaries to a public disputation; this was a privilege which the papists allowed the protestants in the former reigns, and had been granted to the papists at Elizabeth's accession to the throne. But the Dissenters had to do with one who was more than a Papist; Elizabeth was also a profound politician, and knew that the only method to overcome truth truth was to keep it concealed; for this reafoa she would'not suffer the established religion as flie called it, to be called in question by a public disputation.
