For these reasons I would not recommend that the amendments of the Settlement Rules proposed in Notification No. 4655R., dated the 3rd November 1896, should receive the sanction of the Chief Commissioner, or that any executive instructions designed to prevent subletting should be issued. Dated 14, Old Court House Street, Calcutta, the 12th March, 1897. From--Jagannath Baeuah, Esq., President, Jorhat Sarbojanik Sabha. To--The Secretary to the Chief Commissioner of Assam. I have the honour, on behalf of the Jorhat Sarbojanik Sdbha, to submit the following observations on the draft rules on subletting, published in the Assam Gazette, dated the 7th November, 1896, and to solicit that the same may receive the favourable consideration of the Chief Commissioner: --1. The Jorhat Sarbojanik Sabha regrets to observe that the Government of India desire in all future settlements of waste-land to abolish the middleman and to settle land directly with the cultivator. The Sabha would most respectfully venture to submit that this policy is unsound, impolitic, and unsuited to the circumstances of India. Even if such a policy is suited to other provinces of the Empire, the Sabha has no hesitation in saying that it is most unsuited to Assam, perfectly uncalled for by her position and circumstances, and highlj detrimental to the best interests of the people. The total quantity of cultivated land in the temporarily-settled districts of the Assam Valley being less than one-fifth of the culturable waste thereof, the proposed amendments will affect the bulk of the land, and seriously imede the future development and ..
