Jelmer Brouwer has master degrees in International Crimes and Criminology and Human Rights and Democratisation. He worked as a PhD-Candidate at the Institute for Criminal Law & Criminology at Leiden University from 2013 to 2017, spending periods as visiting scholar at Oxford University and Monash University in Melbourne, Australia. After that, he was a research consultant for the International Organization of Migration. Since January 2018, he works as research officer at Europol.
